Phase Two: Coming Soon

What will we be doing in Phase Two?

  • Design and plan construction for a new Lancaster roadway and transit

  • Expand the Study Area (e.g. to Eastchase) for additional connections (see map below)

  • Identify potential new urban villages and mixed-use growth centers

  • Develop alternatives for land use and transportation

  • Coordinate with partner agencies for implementation

  • Coordinate with reconstruction on I-30 and Loop 820

  • Develop Cross-sections, safety and operation improvements, and other recommendations will be provided for crossing and parallel corridors

Our Four Guiding Principles

The principles below have been crafted to serve as a starting point for the development of a vision, goals, and objectives with stakeholders and the community. 

  1. Equitable investment for east side residents and businesses that improves the quality of life, access to opportunity and upward mobility.

  2. Economic development that is inclusive, provides for the community and leverages transportation investment.

  3. Safe, comfortable and convenient mobility options for all users.

  4. Street Design that is respectful of the community, pedestrian-oriented, creates a sense of place and catalyzes investment.

 What to expect in the process steps:

  1. Public Kickoff

    • Develop Goals and Objectives with the Community

    • Establish a Stakeholder Advisory Committee

  2. Discovery/Needs Assessment

    • Understand area context, past planning work, policies, and projects

    • Develop a needs assessment and gap analysis

    • Round two of public outreach

  3. Concept Plan with Alternative Analysis

    • Develop alternatives for potential roadway sections, and high-capacity transit mode(s) and routing

    • Round three of public outreach

  4. Preferred Alternative(s)

    • Select a preferred alternative for roadway and transit

    • Round four of public outreach

  5. Implementation Plan

    • Take preferred alternatives and implementation plan to City Council and Trinity Metro Board for adoption; and NCTCOG for inclusion of projects into regional planning documents

    • Round five of public outreach

  6. Begin Implementation of Federal Processes

    • Multiple Rounds of Outreach

      • Implement Land Use and Economic 

      • Development Policy Recommendations 

      • Develop Federally-Required Documentation 

      • Secure Funding for Project Related Elements

  7. Design and Construction

    • Additional Outreach
